Job Description

Position: Technical Services Consultant
As a Technical Services Consultant, you will have the opportunity to contribute to our on-going success by delivering quality and timely technical implementation support and services for on-going Public Financial Management reform for countries around the world. During the implementation of our FreeBalance Accountability Suite with our customers you will draw upon your technical expertise of implementation of ERP solutions to design, develop, implement, test and deploy theFreeBalance Government Resource Planning solution. You will also work with multiple stakeholders within the government ministries and agencies including the central and commercial banks to build interfaces for data exchanges and serve as a Technical advisor to the In Country Project Team. You will work with the existing Sales and Pre-Sales Teams by providing technical solutions to existing customer projects and assist with preparing responses to RFPs, and serve as a subject matter expert for technical analysis and specification efforts. You will work closely with the ICT teams from the government in designing and supporting hardware, network and infrastructure for Data Centres and Disaster Recovery Sites.
Main Responsibilities:
  • Design complete suite of Technical architecture using the FreeBalance Government Resource Planning Suite for Implementation of Public Financial Reform projects
  • Design networks with the appropriate levels of security to enable end user access to the FreeBalanceAccountability Suite
  • Specify and Deploy both Hardware and Network products for Government Data Centres
  • Understand proposed solution and provide technical expertise in executing same using tools and techniques that are open source based
  • Perform performance, load, and stress testing using open source tools during deployment of FreeBalanceAccountability Suite
  • Analyze business requirements and develop technical requirement specifications and product specifications as needed for delivery
  • Learn and understand clients’ current technical environment and recommend possible modifications to ensure optimum integration with the FreeBalance in secure data centres
  • Act as primary technical contact for the client during deployment and post-implementation by providing technical support
  • Complete technical product installations and upgrades, including database and software installs and system tuning at the middle and backend tier of the FreeBalance GRP
  • Collaboratively plan, develop and deliver technical training to clients
  • Provide technical input to proposals, and feedback to Sales, Pre Sales and Product Management
  • Perform IT, Network and Infrastructure and systems assessment at customer locations
Education and Experience:
  • University degree in Computer Science, Systems Engineering or Software Programming
  • Minimum 5+ years of experience in Technical ERP implementations
  • Public sector experience is considered an asset
  • 3+ years of proven ability to write ANSI SQL, HQL scripts with a solid understanding of relational databases such as Oracle 11G, 12C and/or MS SQL 2008/2012, My SQL. Experience setting up Grid and Clustering of databases
  • 3+ years of development experience with Jaspersoft, iReport in building custom reports that can be leveraged with the FreeBalance data model
  • 2+ years of solid understanding of J2EE Application and Web Servers such as JBoss, WebSphere, Tomcat/Apache
  • Some experience using .NET, Eclipse to develop utilities to provide interfaces and use CRM tools to resolve customer issues
  • Excellent client management and organizational skills
  • The successful candidate MUST be willing to travel in the region
  • The successful candidate MUST read, write and speak Lao and English fluently
This is a full-time permanent position based in Vientiane, Laos.
