Temporary Labour Market Information System (LMIS)
Job Description
Top Value Service is a consulting company based in Laos, we are currently implementing ADB project “Strengthening Technical and Vocational Education and Training” (STVET) at the Ministry of Education and Sports in association with SMEC and ABU consult.
We are looking for Lao National to join our team of project Consult:
Labour Market Information System (LMIS)
Duration of appointment: Six (6) months with the possibility of extension, if required.
Starting date: May 2014
Job Tasks:
- Review ongoing development work to establish a functional LMIS;
- Draft LMIS action plan taking into account the findings of above review;
- Review and/or develop LMIS institutional structure and job profile(s) of its operating staff and/or committee including tools for a data collection, analysis and reporting;
- Review and complete capacity building activities to create a pool of staff in SDED to learn basic skills required to establish and manage elementary LMIS functions;
- Provide recommendations on how to ensure that the LMIS and TVET-EMIS components synchronies with the QA and Career Guidance components of the STVET program;
- Monitor and make appropriate recommendations for improvement of the overall operations of the LMIS to ensure satisfactory application of the system, procedures and standards gained through the STVET project;
- Carry out any other task deemed necessary for the smooth operation of the LMIS.
Qualification and Experience Requirements:
- LMIS development and approaches at the respective levels of impact, outcome and outputs for a range of development interventions/activities within the context of the LMIS component of the STVET project.
- Planning and implementation of LMIS;
- Information analysis and report writing.
- Full working knowledge of Lao Language.
- English language skills would be an advantage.
- Knowledge of database and application software development.
